Wisconsin (/ w ɨ s ˈ k ɒ n s ɨ n /) is a U.S. state located in the north-central United States and is part of the Midwest and Great Lakes regions. It is bordered by Minnesota to the west, Iowa to the southwest, Illinois to the south, Lake Michigan to the east, Michigan to the northeast, and Lake Superior to the north. You have quoted the law so you have read the statute. So, what is it you are trying to ask? I will go out on a limb. The way I interpret this statute is that if the police attempt to pull you over, and you turn off your vehicle's head and tail lights to attempt to conceal yourself, that constitutes the crime of fleeing or eluding. So, that's the best I can give you... unless you clarify what your asking.
